Warming and cooling centers
During extreme inclement weather episodes, the County of Santa Clara Office of Supportive Housing activates the Inclement Weather Plan, which supplements the regular, ongoing cold weather shelter program. Centers are open to provide shelter to individuals during these episodes.
Eligibility and referral process
- All residents are encouraged to use available shelters and warming and cooling centers to ensure their safety.
- Some centers, such as those run by HomeFirst, require a referral for entry and overnight stay.

HomeFirst’s Outreach team provides access to emergency shelter, showers, laundry, meals, medical services, case management, employment training, and more.
